How TQM Contributes to Solving the Public Sector’s Problems

Intro

Public organizations are facing intolerable array of challenges that require immediate attention from practitioners and academicians alike. A very low productivity growth, ineffective practice and goal attainment methods, major decline in organizational performance, limited and shrinking financial resources, tight budgets, and increasing debts and operating costs are serious challenges the public sector has to deal with. In addition, public organizations have to satisfy the dissatisfied citizens and frustrated employees.

Intro

Women's role in the public life in Saudi Arabia is limited to a great extent. Examination of women's participation in the civil service (civilian governmental employees), the non-oil private sector, the oil sector, and in the quasi-governmental sector illustrates the problem. Table 1 displays that while the majority of the civil service employees (231,552--44.6%) are in the employees cadre, only 14,999 (17.5%) of the total Saudi-female employees in the civil service are in this cadre.

Intro

Local governments are facing a formidable array of challenges (Glaser 1993) and many local governments are "nearing a state of fiscal and service delivery crisis" (Marlowe and Nyhan 1993, 1). Moreover, productivity growth rate in local governments is declining (Marlowe and Nyhan 1993), funds are diminishing (Whitten 1989), thousands of employees have been laid off (Osborne and Gaebler 1992), and citizens are demanding more services with less taxes (Mali 1990).

TQM Implementation In Small U.S. Cities: Factors That Affect Successful Implementation

Intro

TQM is spreading in the public sector as fast as it is spreading in the private sector. Cities who have successfully implemented TQM have achieved astonishing results. Yet, there are TQM initiative in local governments who have failed to live up to the expectations. Success on the one hand, and disasters on the other characterize the TQM initiatives. However, empirical research that uncovers the factors that are causing these discripancies is very limited.
